Southern New Castle County Master Plan
The Department of Land Use, Wilmington Area Planning Council, and the Delaware Department of Transportation are developing a Master Plan for Southern New Castle County (SNCC), encompassing the entire area of New Castle County below the C & D Canal. The Master Plan builds on the work of previous plans, including the 2009 Infrastructure Master Plan and the 2003 Local Road Plan, and will help guide development and transportation decisions in one of New Castle County’s fastest growing areas for decades to come.

Southern NCC Master Plan FINAL DRAFT Virtual Workshop - September 23, 2020, 5:30pm - 7:00pm
With community participation, the Department of Land Use, WILMAPCO, and the Delaware Department of Transportation are in the process of establishing a long-term vision for land use and infrastructure in Southern New Castle County. The goal is to guide growth while at the same time taking proactive steps to preserve natural resources and agricultural land. After a series of public workshops held since 2018, and significant community input, we have developed the final draft of the master plan.
The final draft plan was reviewed at the Sept. 23, 2020 Southern New Castle County Master Plan Virtual Workshop.
The Department encouraged the community to review the final draft and provide feedback. Comments were accepted until October 12, 2020 and were emailed to [email protected] Following the workshop and comment period, the plan will then proceed through the legislative process for incorporation into the comprehensive plan.

Southern NCC Master Plan Transportation Element Virtual Workshop - August 26, 2020, 6pm - 7:30pm
WILMAPCO in partnership with the New Castle County Dept. of Land Use, and DelDOT will present a draft of the Southern New Castle County Master Plan Transportation Element for your review and feedback during a Virtual Public Workshop that will be held on Wednesday, August 26, 2020 from 6 to 7:30pm p.m. During the workshop, you'll have the opportunity to review and provide feedback on the draft transportation recommendations of the plan. Registration is required for this event. Public comment on the draft document will be accepted through September 9.

Southern NCC Master Plan February 2020 Update
Since the November 2019 rough draft plan was published, 13 individuals submitted comments, which ranged from broad policy-oriented ideas to specific recommendations and other line item edits. An additional meeting was held with the Town of Townsend to discuss concerns, make clarifications, and consider further municipal coordination recommendations, which are being factored into plan refinements.
Southern NCC Master Plan Rough Draft Released - November 2019
The Department of Land Use seeks public feedback regarding the recently released Southern New Castle County Master Plan draft report.
This rough draft is based on a year’s work. Over the past twelve months, the Department and its partner agencies hosted eight public meetings, three advisory committee meetings, online engagement, and various other communications with the community.

Southern NCC Master Plan Scenario Development Update
The master plan process for southern New Castle County kicked off in October 2018 with a public meeting that provided a project overview, preliminary baseline information, and some mapping activities. Visioning workshops took place in the winter of 2019 to gain a sense of what the community envisions for the future of the area. With this information, the project team developed three draft scenarios to begin exploring how the community’s goals and objectives could best be achieved. Those preliminary land use scenarios were shared at a community workshop in June 2019 and are now undergoing further evaluation and refinement. We are aiming to have a draft final plan in the spring of 2020 (see plan timeline below), which will set the long-term, publicly-supported vision for land use and infrastructure in southern New Castle County and define policy and recommendations for achieving that vision.
This report summarizes work done to date—emphasizing the preliminary land use scenarios and public feedback—as well as next steps.
Southern NCC Master Plan Scenario Development Workshop - June 24, 2019
The June workshop was an opportunity for the community to see and discuss preliminary land use scenarios, developed based on stakeholder input received through the visioning phase. The evening included a presentation explaining results from the visioning phase, the current growth policies and conditions in southern New Castle County, and explaining the three preliminary scenarios.

Your feedback will help us in the next phase to refine the land use element and further develop and evaluate full master plan scenarios and recommendations, which will include transportation and additional features. A subsequent public workshop is anticipated for the end of the summer to review and comment on full plan scenarios.

Southern New Castle County Master Plan
In spring 2018, the Department of Land Use, Wilmington Area Planning Council (WILMAPCO) and Delaware Department of Transportation (DelDOT) sought proposals to perform the Southern New Castle County (SNCC) Master Plan. For this purpose, the Southern New Castle County area is comprised of the area within New Castle County located south of the Chesapeake and Delaware Canal. This Master Plan, including the assessment and analysis of anticipated growth, should result in the development of a plan for the area south of the C&D Canal, that informs development and preservation decisions, recommended physical improvements and governmental policies regarding transportation and land use for Southern New Castle County, as implemented through the New Castle County Comprehensive Plan. The end result is to provide an environment to allow for growth and development with mixed-use land development with walkability, bikeability and place-making, while preserving natural and agricultural resources and assets.
The basis for the SNCC Master Plan is to follow up on what has occurred over time since the 2009 Infrastructure Master Plan and the 2003 Local Road Plan were completed in one of New Castle County’s fastest growing areas. This master plan process will be conducted in partnership by WILMAPCO, the New Castle County Department of Land Use, DelDOT and key stakeholders.
