Online Services - Land Use

The Department of Land Use offers several online services including: 

  • Online Fee Payments - homeowners and contractors can use the online payment system to pay applicable building permit fees using a credit card.
  • eServices - Electronic submission and plan review for building permits and Land Development projects.  
  • Online Utility Permits - using our Dynamic Portal, utility contractors can apply for HVACR and plumbing permits.  
  • Online Inspections Scheduling - Licensed contractors can schedule inspections through our online module.

Online Fee Payments

Customers can use the following links to pay certain fees using a credit card.  The building permit application number, use permit application number, Freedom of Information Act (FOIA) application number, or the violation case number is required to process this payment.

eServices 

New Castle County offers an online plan review system for all users to submit land development and permit plans and documents electronically rather than on paper.  The main component of the process is called ePlans, and it provides a secure online plan review system.  Also part of this system is eApply, which will initiate the permit application for building permits.  Learn more about these features here.

Online Utility Permits 

To utilize these services through our Dynamic Portal, a licensed contractor must first obtain an online account from the Department of Land Use.  Please complete the application for an online account (PDF) and email the form to [email protected].

For your protection, this account cannot be set up online.  These services are available to all New Castle County permit-endorsed licensed utility contractors for utility permits associated with residential work.  These are limited to those residential permits that do not require a plan review and/or gas test.

To process permits for HVACR and Plumbing residential permits using this system, the contractor must pay for the permit through an escrow account or using the building permit credit card payment system defined above. There is no additional charge for this service.  It is the responsibility of the applicant to provide complete and truthful information.  In the same manner as any other type of application, the information submitted is the property of New Castle County and will be utilized as permanent record(s).  Use the link below to login to the DynamicPortal.

Inspection Scheduling

Our new Inspections Scheduling website is now available on your computer, tablet, or phone.  Inspections may be scheduled 24/7 by clicking the button below.  Scheduling services are also still available by phone at (302) 395-5515 between 8 a.m. - 11 a.m.  For questions about your inspections, please call (302) 395-5572.

Inspection Scheduling Opens in new windowPlease note: Inspections scheduled through this system will be sent an email notification at 7am the morning of the scheduled inspection to the email address provided that includes important information such as the estimated time of arrival, name and phone number of the assigned inspector, and other general information regarding your inspection.
