Homeowners should apply for a permit only if they are doing the work themselves. If a contractor is doing the work, it is their responsibility to obtain the permit.

Next a planner will verify that the use is consistent with zoning requirements for the site. The construction plans will be examined to verify that construction does not encroach into the legal setbacks and that the proposed structure meets all relevant size and height requirements.
