Sheriff Scott T. Phillips' Biography

Sheriff Phillips was born and raised in Wilmington, Delaware. He was educated in the Brandywine School District and graduated from Mt. Pleasant High School. Sheriff Phillips then attended the University of Delaware and graduated from Wilmington University with a B.S. degree in Criminal Justice.

Sheriff Phillips started in Criminal Justice as a counselor at Woodshaven-Kruse in juvenile corrections. He then began his law enforcement career with New Castle County Police and served in Patrol, Criminal Investigation and Crime Prevention. During his time with the New Castle County Police, he was a member of SWAT and he served in the FOP as Treasurer, Vice-President and President. While President of the FOP, Sheriff Phillips saw a need for creating a better relationship between police and kids in the community. From this vision, he started the Police Athletic League of Delaware in 1984. Since then, thousands of boys and girls have benefited from the variety of programs offered there and he’s still an active Board Member.

Sheriff Phillips then took a position as Vice-President of Operations for a police publication company, W.R. Boynton and Associates, before starting his own company, Mendicant, Inc.

In 2006, Sheriff Phillips became a Deputy for the New Castle County Sheriff’s Office before taking office as Sheriff in 2019. Within nine months after taking office, Sheriff Phillips returned $174,000 in excess proceeds to the rightful owners.

Sheriff Phillips has authored two books, “The Dark Side of Death” and “The Dark Side of Honor”, two suspense thrillers which both won the prestigious Indie Book Award.

Sheriff Phillips resides in North Wilmington with his wife Maria and three dogs, Guinness, Murphy and Tully. He has five children and six grandchildren.
