County Council is the legislative branch of New Castle County government. The council body includes 13 council members elected from each of 12 districts and the council president, who is elected at-large. The County Council studies issues that affect the operation of the government and the citizens it represents. Council writes and passes laws and resolutions that improve the operation and protect the health and welfare of the citizens of New Castle County. Council members serve staggered four-year terms.

  • New Castle County Council holds regular public meetings as indicated on meeting notices and agendas that are timely published by County Council prior to all meetings. As further indicated on the notices and related agendas, the meetings allow for personal and virtual attendance by the public. The link to join the meeting virtually via computer, smart device, or smart phone is:

  • Meeting materials, including a meeting agenda, legislation to be addressed during the meeting, and other materials related to the meeting are electronically accessible at https://newcastlecode.civicclerk.com/web/home.aspx
  • Members of the public joining the meeting may be provided an opportunity to make comments in real time.  A comment period will be administered by a moderator to ensure everyone may have an opportunity to comment.  If permitted to comment, you will not be able to speak until called upon by the moderator.   For those appearing virtually, there are functions in the program that allow you to do this.  Please see the link in the previous paragraph.
