The Crisis Negotiation Team (CNT) operates as a component of the New Castle County Police Special Operations Crisis Management Team along with the Special Weapons and Tactics Team (S.W.A.T.). Each negotiator is required to have at least five years of service and is selected after an interview process and a psychological exam. Team members receive extensive training modeled after the FBI's Negotiation Team, including a 40-hour basic course of instruction as well as crisis management, critical incidents, stress management, and lethality instruction. Negotiators operate on a call system, which provides 24-hour coverage in the event a situation arises ranging from suicidal subjects to hostage-taking incidents.
