New Castle County offers our unincorporated communities the opportunity to create development and redevelopment guidelines that preserve those qualities which define their community. The hometown overlay designation provides a framework for active local involvement in community development and design.
Four communities have successfully undertaken the hometown overlay process by formulating a Redevelopment Plan and Design Guidelines. Claymont and Hockessin were the first 2 communities to go through the process, followed by Centreville and, most recently, North St. Georges.
Each community has a design review advisory committee that hears applications from those who are developing or redeveloping property within the overlay area.
