Permit Endorsed Contractor License

Permit endorsed licenses must be obtained for building construction activity requiring a permit and/or utility work. There are different license categories based on the work to be performed in each area so please review the contractor license requirements provided below. NCC will be processing license requests through our online system. Paperwork such as your State of Delaware business license, Certificate of Liability Insurance, Statutory Compliance Bond, etc. must be obtained prior to starting an application. Once you have these documents, click the GET LICENSED link below to get started. This online system can be accessed on any internet enabled device (i.e. computer, mobile phone, tablet, etc.).

Contractor License Payments

Once notified, customers may pay Contractor License fees with a credit card using the link below. The NCC Contractor ID # is required to process this payment.

Online Code Access

All permit endorsed contractors are required to pay an International Code Council (ICC) Digital Code Access Fee. Access information will be provided with your license. This online resource will provide access to all currently adopted codes, commentaries, and standards being offered by the ICC at a significantly discounted price and replace the selling of physical code books. A list of NCC adopted codes and amendments are available on the County Laws and Code page. Master Contractor License Verification (Master CLV)

NCC requires the submission of a Contractor License Verification (CLV) form for each permit issued. To eliminate this requirement for each permit, fill out a Master CLV form (see link below) which will cover all permits issued to you for the current license period. This may be emailed to [email protected].


Identification of Authorized Agents

Contractors may now list authorized agents within their permit endorsed contractor license application when applying in our new online licensing system. If you need to add additional individuals throughout the year, fill out an Identification of Authorized Agents form (see link below), which may be emailed to [email protected].
