Rental Property Registration

The Rental Code was developed with the assistance and input from the Delaware Apartment Association and area landlords. The code is designed to help ensure that New Castle County is able to contact property owners quickly in the event of an emergency and to ensure tenants are aware of their rights and obligations.  Registration is free of charge.

Any owner of a residential property that is leased for rent is required to register their property using one of the registration methods listed below. All rental property owners are required to update their registration information by May 1st of each odd-numbered year (i.e. May 1, 2017).

New Castle County has created a Tenants Rights Guide to provide tenants with information regarding rights and responsibilities. Property owners are required to provide their tenants with a copy of the guide, which is also available in Spanish and may be downloaded from the Tenants Page.
