Posted on: February 22, 2016[ARCHIVED] Suspicious Vehicle in County Parkland Leads to Heroin Arrest
Early this morning the New Castle County Police arrested 30-year-old Jamar Kelson from the unit block of Simonds Drive in New Castle for possession of heroin and other associated charges after he was discovered in a county parkland after dark.
