New Castle County Clerk of the Peace Ken Boulden

New Castle County Executive Thomas P. Gordon announced Tuesday that longtime County Clerk of the Peace Ken Boulden has received a top honor in his profession, presented at a recent international conference.
Boulden won the Best Practices Leadership Award -- given to only one clerk annually from among more than 3,000 counties nationwide – when the National Association of County Recorders, Election Officials and Clerks held a joint conference in Memphis recently with the International Association of County Recorders, Election Officials and Treasurers.
“We are proud that Ken was recognized at the highest national level in his profession for instituting new and innovative management and operational initiatives,” Gordon said, calling Boulden “a dedicated public official and natural leader who proudly serves the citizens of our county.”
At the conference, the two groups voted to merge into the International Association of Government Officials, effective Sept. 1, with Boulden selected to serve on its board to represent Delaware’s Clerks of the Peace, Recorders of Deeds and Registers of Wills.
Boulden also will lead the new professional organization’s interest group focusing on marriage, working with the U.S. Department of Homeland Security’s Immigration and Customs Enforcement on the growing issue of marriage fraud.
Conference members also recognized Boulden, who oversees license issuance at the New Castle County Marriage Bureau, for his efforts as founder and first president of the Delaware Association of County Row Officers.
