County Executive Meyer Names Five to Leadership Positions

New Castle, DE – New Castle County Executive Matthew Meyer today announced his selections to fill five leadership positions in his administration. Meyer intends to nominate Michael Hojnicki as General Manager of the Department of Administrative Services and Harry Hill as General Manager of the Department of Special Services. He also named Tracy Surles as Acting Deputy Chief Administrative Officer, Brian Boyle as Acting Chief of Staff and Maria Sacco as Executive Assistant to the County Executive.


“Mike, Harry, Tracy, Brian and Maria are experienced and talented leaders who know how to work collaboratively to get things done, and I appreciate their willingness to use their talents to support our efforts to make county government more efficient, honest, and transparent,” Meyer said today.

Hojnicki brings 25 years of public sector information technology leadership experience to County Government. He is currently Chief of Policy and Communications for Delaware’s Department of Information and Technology, where he serves as Chief Policy Advisor. He facilitates “eGovernment” technology initiatives that reach across all state agencies, leads innovation efforts that leverage technology to improve efficiency, and oversees technology audit/compliance and human resources. Hojnicki also held positions in the State’s Office of Information Services and the Department of Labor (DOL), where he held progressively higher level positions in information technology management and support, including a two-year tenure as DOL’s Director of Administration and Technology.


Hill brings more than 40 years of managing large and complex organizations, including Director of the State’s Division of Medicaid and Medical Assistance (DMMA), Director of the Delaware State Government’s Division for the Visually Impaired, Department Manager of Avon’s Delaware production facility, Department Manager of Fraud Investigations at MBNA America, and Director of Operations for Family Court of Delaware. Hill also served briefly in 2011 as General Manager of the New Castle County Special Services Department.

Surles has worked for New Castle County Government for nearly 20 years, serving as an attorney in the Legal Department, a manager, Assistant General Manager, and General Manager in the Special Services Department. Surles also served as the County’s Chief Administrative Officer for one year during the Great Recession, where she was deeply involved in allocation of county resources during a period of dramatically reduced county revenues.

Boyle most recently served as campaign manager for the Matt Meyer for County Executive campaign. He previously served as Executive Director of the Delaware Democratic Party and headed the death penalty repeal campaign for the Delaware Chapter of the American Civil Liberties Union (ACLU).

Sacco comes to County Government following a 25-year career in the financial services sector. She has worked in leadership positions in retail branch banking management, operations management, small business advising, and most recently wealth management banking, where she attained the position of vice president.

New Castle County Council will have the opportunity to approve Hojnicki and Hill for their respective positions in the coming weeks.

With these latest nominations, Meyer has named his selections to lead all County Departments. Additionally today, Meyer applauded County Council for quickly confirming four of his nominees to head County Departments.

“I appreciate the strong support County Council has provided by voting overwhelmingly last evening to confirm Brian Maxwell as Chief Financial Officer, Vanessa Phillips as Director of Human Resources, Rich Hall as General Manager of Land Use, and Marcus Henry as General Manager of Community Services,” Meyer said. “These accomplished public servants fill key posts in my administration and are already hard at work serving the people of New Castle County.”
