County’s Housing Voucher Program to Open Waiting List Lottery from December 3 through December 7

Lottery applications must be submitted online at https://housing.nccde.org

New Castle, DE – In early December, many low-income New Castle County families will have their first opportunity in years to access higher quality affordable housing. From December 3 through December 7, New Castle County will open its Housing Choice Voucher Program waiting list lottery to new applicants. This is the first time since 2015 that residents can apply for a spot on the Housing Choice Voucher waiting list.

The federally-funded Housing Choice Voucher Program, commonly known as Section 8, provides rental assistance to residents whose household income is less than 50 percent of the county’s area median income level. Families served by New Castle County are eligible if their household income is less than $43,700 for a family of four or less than $30,600 for a single person. The New Castle County Housing Authority currently provides rental assistance to more than 1,800 families through this program, totaling more than $15 million annually. The average monthly housing subsidy is about $680 per family.

This year, New Castle County has launched an online system for residents to submit waiting list lottery applications. Applications will not be accepted over the phone or by paper without prior approval by County housing staff. This new online system streamlines the waitlist lottery process, and over the next several months will add new web-based tools for applicants, tenants and landlords to manage information and communicate with County housing staff.

The Housing Choice Voucher waiting list lottery application will open online at https://housing.nccde.org starting at 8:00 a.m. on Monday December 3, 2018, and it will close at 11:59 p.m. on Friday, December 7, 2018. Applications must be submitted online through this site, and one application will be accepted per applicant. General information about the New Castle County Housing Choice Voucher waiting list lottery is provided on recorded information phone lines at 302-395-5676 (in English) and 302-395-5570 (in Spanish).

From December 3 through 7, residents without access to the Internet can visit their local public library where they can access public computers and receive assistance in completing their waiting list lottery application. New Castle County Housing staff will be present at the following library branches throughout the week to provide assistance: Route 9, Wilmington (downtown/Rodney Square), Woodlawn, Bear, Kirkwood and Claymont. 500 people who complete their lottery application from December 3 through 7, 2018 will be selected through a computerized random lottery and added to the New Castle County Housing Choice Voucher Program waiting list. Applicants who are selected will be contacted by postal mail. Additionally, beginning January 2, 2019, those who have submitted lottery applications can log into https://housing.nccde.org to determine whether they were selected.

Please note: 

  • During the lottery application process, applicants are only required to estimate their annual income. That information will be verified if applicants are selected.
  • If an applicant’s address or contact information changes it is their responsibility to update their record with the New Castle County Housing Authority.
