New Castle, DE – New Castle County property owners are reminded that their 2019 New Castle County school district property taxes and county property taxes are due Monday, September 30, 2019. By county law, any unpaid balance after that deadline is subject to a six percent penalty, and an additional one percent penalty each month thereafter.
New Castle County’s Office of Finance is responsible for collecting both county property taxes and New Castle County school district property taxes, which are combined into one billing statement. This year’s billing statements were sent to all New Castle County property owners in July. School district property taxes account for approximately 75% of the average total property tax bill, and New Castle County property taxes account for approximately 25% of the average total property tax bill. County property taxes are the largest source of county government revenue and fund over 60% of general fund expenditures. This includes our county police, paramedics and 911 communications, along with libraries, parks and many of the public services provided to residents.
New Castle County provides a variety of convenient ways for property owners to pay their property tax bills on time and avoid late fees.
- Postal Mail: Property owners may pay both county property taxes and school district property taxes with a single check or money order, payable to “New Castle County” using the return envelope provided in the property tax billing statement. Taxpayers can also send payments by mail to: New Castle County Taxes, P.O. Box 782888, Philadelphia, PA 19703.
- In Person: Payments are accepted in person at the New Castle County Government Center, 87 Reads Way, New Castle, DE 19720. A drop box located at the main entrance is available for check and money order payments 24 hours a day. A payment window in the Government Center lobby is staffed from 8:00 a.m. to 4:00 p.m., Monday through Friday, where payments are accepted by cash, check, money order, and pin debit card. On Monday, September 30, the Government Center payment window will remain open until 6:00 p.m.
- Online: Credit card payments are accepted through Paymentus, a third-party company that accepts Visa, MasterCard, American Express, Discover Card, and electronic check payments. Paymentus can be reached through a secure link that can be found on the sewer billing page of the New Castle County website (www.nccde.org/taxes), or by calling 1-877-225-7351.
Property owners can access their property tax information and payment status online using New Castle County’s Parcel View page at www.nccde.org/parcelview. Those who misplace their billing statement can download a duplicate from this site, which also provides detailed account information including payment history and a breakout of specific charges for property, sewer, school, light, and crossing guard taxes.
New Castle County applauds county property owners who pay their tax bills on time. New Castle County collected 99.45% of property taxes due in 2018. In response to constituent requests, New Castle County has started a pre-payment program for taxes due in 2020. To enroll in this program, all outstanding taxes must be paid in full.
