New Castle County is at a crossroads regarding how and where it develops. Should it continue to spread out or should it seek to concentrate development and promote place-making? Should it look at development one project at a time or plan comprehensively? How should it engage its residents? Over the last four years the New Castle County Department of Land Use has worked to add a strong comprehensive planning and communication function to its mission, and has improved its traditional services of code enforcement, permits, inspections, and development plan review. The need for the County to address smart and sustainable growth, along with improved public outreach and engagement, were key recommendations from the transition report presented to County Executive Matthew Meyer when he entered office just over four years ago. This report outlines the Department’s initiatives and accomplishments during the years 2017 - 2020 and its strategic vision and goals for 2021 and beyond.
