[ARCHIVED] New Castle County Recognized For Financial Reporting Excellence

County Executive Thomas P. Gordon announced today that the Government Finance Officers Association of the United States and Canada (GFOA) has honored New Castle County with the Certificate of Achievement for Excellence in Financial Reporting for its Comprehensive Annual Financial Report (CAFR) for the fiscal year which ended June 30, 2013.

This is New Castle County’s 33rd consecutive annual award of this type, the most earned by any municipality in Delaware.

“The Comprehensive Annual Financial Report is one of the primary means by which New Castle County provides the public with a clear picture of its financial situation,” County Executive Gordon said. “Earning the GFOA’s Certificate of Achievement for 33 consecutive years is a remarkable achievement, and it assures our citizens that New Castle County’s financial reporting has met the highest, most stringent, and most current national standards.”

To receive the award, the GFOA’s impartial panel must determine that the CAFR meets the high standards of the program, including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users to read the CAFR.

In presenting the award, the GFOA noted, “The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.”

Current and prior year financial documents, including the Comprehensive Annual Financial Report and the Comprehensive Annual Budget Summary, are available on New Castle County’s website: www.nccde.org/finance.

The GFOA also presented Accounting and Fiscal Manager Michael M. Mackiewicz with an Award of Financial Reporting Achievement for his role as the individual primarily responsible for preparing the award-winning CAFR. A resident of Middletown, “Mack” has worked for New Castle County for more than 36 years. He has directed the preparation of the Comprehensive Annual Financial Report for more than 25 years.

“I’d like to congratulate the employees in the Office of Finance who have consistently produced such an impressive document,” Gordon said. “To have our employees receive national recognition for their work is an honor for New Castle County government.”

The GFOA is a nonprofit professional association serving approximately 17,400 government finance professionals. It is recognized as one of the highest sources of financial reporting guidance for state and local governments in North America.
