New Castle County Police have arrested Matthew Collins, an 18-year-old male from the 2800 block of Fawkes Drive in Wilmington. He has been charged with a graffiti related offense after police linked him to graffiti on the former property of the Three Little Bakers Dinner Theater located in Pike Creek.
