New Castle County Police have arrested Jessica Jones, a 19-year-old female from the unit block of Kingston Road (Oakmont) in New Castle, DE and Laneeka Clark, a 25-year-old female from the 3300 block of N. 5th Street in Philadelphia, PA. They have both been charged with kidnapping and other offenses after police learned they held a victim against her will.
