How do I locate water lines near my parcel?
New Castle County does not own or maintain water lines. Contact your local water company, such as Artesian, United Water, or Tidewater.

I would like to connect to sanitary sewer, how much will it cost?
Applicable connection fees and sewer availability vary by location and proposed use. Contact the drafting department at 302-395-5734 to see if it is feasible for your property to connect.
If so, sewer connection fees include the following:
Lateral connection fee is $101
Document Recordation fees is $64 to $170
Capital Recovery fee varies by location. See definition and sample calculation below.

Do I qualify for a residential sewer waiver?
To qualify for a sewer waiver you must have been a paying customer for at least one year, and the usage on the parcel has to remain the same. For an administrative variance for septic systems, contact the Department of Land Use at 302-395-5400.

What is a capital recovery fee?
A fee that is charged to recoup the cost of building and maintaining the sewer infrastructure, sewer mains, manholes, and pump stations. The capital recovery fee amount in your area can be found on the sewers page under departmental policy.
The fee is charged on a gallon per day (GPD) basis, or average daily flow. Gallons per day are determined by dwelling type. A single family detached home is assigned 300 GPD. Visit the sewers page to check the sewer design flow list for GPD assignments.
Sample Calculation:
Capital recovery fee (Stanton) = $2.40 per GPD
Single family detached home = 300 GPD
Total capital recovery fee amount = $720

Locate your parcel on the Department of Land Use site. For more information, contact the Engineering Section at New Castle County Department of Land Use at 302-395-5400.
